Recognized for strong expertise in industry issues and trends.  Utilize functional area expertise gained through direct industry experience to assess the operational and functional baseline of an organization and its organizational components.    Work with senior managers and executives to provide industry vision and strategic direction with regard to their enterprise.  Guide the determination of information technology inadequacies and/or deficiencies that affect the functional area’s ability to support/meet organizational goals.  Generate functional area strategies for enhanced IT operations in a cross-functional area mode throughout the organization.  Participate in account strategy sessions, strategic assessments and design reviews to validate enterprise approach and associated work products.


Desired Education:

BS/BA and at least 5-12 years of experience in the field or in a related area  .Familiar with a variety of the field’s concepts, practices, and procedures. Relies on extensive experience and judgment to plan and accomplish goals.  May lead and direct the work of others.  May report to a supervisor or manager.


Required Skills:

Assist the IT Modeling and Data Analytics team to research, identify and analyze inefficient Department of Defense (DoD) information technology (IT) systems and business processes; research and develop potential courses of action and solutions to improve the identified inefficiencies; enumerate the potential return on investment by improving IT modeling and data analytics and the business processes and systems, and create repeatable methodology for the continued analysis of IT modeling and data analytics systems (Deliverable 4.11: Technical/Administrative Reports/Papers on IT Modeling and Data Analytics and Deliverable 4.12: Briefings/Presentations on IT Modeling and Data Analytics).


Desired Skills:

  • Assist DoD CIO analysts to research and analyze DoD Component IT spending to identify inefficiencies in how the Department spends money on IT. Assist DoD Component analysts to research and identify best practices, courses of action and the associated return on investment to improve the way in which money is spent in IT. Assist the research, development, documentation, and implementation of a repeatable methodology that tracks DoD IT investment from budget submission through the expenditure of funds.
  • Assist with the research and analysis of emerging data analytics tools, techniques, and procedures to identify best practices and innovative solutions toward the improvement of efficiency and effectiveness in DoD business processes and systems. Document risks, benefits, and potential return on investment if these tools, techniques, and procedures are implemented in the DoD. Assist the IT modeling and data analytics team to communicate these risks, benefits, and potential return on investment across the DoD Components as needed.
