Directs quality assurance operations. Develops and controls quality programs. Monitors conformance with QA standards and procedures. Conducts quality assurance training for employees. Suggests methods for improving product quality, design, or processes.
BS/BA and at least 12 years of experience in the field or in a related area. Familiar with a variety of the field’s concepts, practices, and procedures. Relies on extensive experience and judgment to plan and accomplish goals and independently performs a wide variety of complicated tasks. May provide consultation on complex projects and is considered to be the top level contributor/specialist. May lead and direct the work of others. May report to an executive or director.
Quality Control (QC) is a continuous and critical activity for assessing performance against customer expectations. The contractor approach to quality management and QC shall consist of processes and standard activities that control and measure the quality of the products developed on behalf of the Government. The contractor shall employ quality management methodology based on industry and DoD standards, methodologies, and practices also established by the Project Management Institute (PMI) Project Management Body of Knowledge (PMBOK), Software Engineering Institute (SEI) Capability Maturity Model Integration (CMMI) for Development, Information Technology Infrastructure Library (ITIL), and International Organization for Standardization (ISO) 9001 standards and requirements. The contractor shall adapt the frameworks to DoD practices to ensure compliance with DoD Quality Management standards. The contractor shall report quality management activities as described below.
Develop a Quality Management Plan (QMP) that recommends the acceptable level of quality, which shall be approved and agreed upon by the TPOC. The QMP will document the contractors’ quality control procedures and processes to ensure minimal defects/errors on this TAT. The QMP shall ensure that products are delivered to meet agreed-upon standards and requirements; work processes are performed efficiently; and non-conformances are identified and corrected. The QMP shall describe the following quality management components (Deliverable 4.18: Quality Management Plan):
