Overview

Formulates/defines system scope and objectives for assigned projects.  Devises or modifies procedures to solve complex problems considering computer equipment capacity and limitations, operating time and form of desired results.  Prepares detailed specifications from which programs will be written.  Responsible for program design, coding, testing, debugging and documentation.  Has full technical knowledge of all phases of applications systems analysis and programming.  Has good understanding of the business or function for which applications is designed.

Qualifications

Desired Education:

BS/BA and at least 12 years of experience in the field or in a related area.  Familiar with a variety of the field’s concepts, practices, and procedures. Relies on extensive experience and judgment to plan and accomplish goals and independently performs a wide variety of complicated tasks.  May provide consultation on complex projects and is considered to be the top level contributor/specialist. May lead and direct the work of others.  May report to an executive or director.

 

Required Skills:

Research and develop web based enterprise level Informatics dashboards to enhance the ability of DoD CIO to access critical data in a manner that supports individual analyses to cut costs, streamline operations, and fuel continual process improvements. Implement the Informatics & DA Strategy Document for the functional/requesting element. This shall include presenting current and historical data in executive dashboards that are available and accessible to support predictive analysis. Stakeholders (such as OSD/4th Estate Principals) must be able to understand the past, monitor the present, and predict future outcomes. This requires the creation and implementation of an Informatics & DA framework that discovers and addresses the DoD CIO’s evolving needs across the organization (Deliverable 4.13: Informatics & Data Analytics Strategy Document).
For each IT data analytics prototype solution(s) deliverable assigned by the ACOR, the contractor is expected to conduct at least two structured prototype design walkthroughs with DoD CIO personnel. A prototype design walkthrough shall present the contractor’s plan for the scope, organization, and content of the deliverable. This walkthrough shall be conducted early in the task plan as a means of validating the alignment of expectations. A second prototype walkthrough should be conducted when the deliverable is considered functionally complete and prior to final formatting and production (Deliverable 4.14: Informatics and Data Analytics Walkthrough).
Research and prototype the Informatics & Data Analytics portal. Deliver documentation reporting on the system that is running the Informatics & Data Analytics portal (Deliverable 4.15: Informatics & Data Analytics Portal).
Research, design, prototyping and development of IT data analytics solutions that efficiently and effectively mine data in multiple databases/systems to convey true meaning of integrated data and to combine geospatial data with business data (e.g., financial execution of budgets) to inform decisions regarding overall execution (Deliverable 4.16: Technical/Administrative Reports/Papers, and /or Deliverable 4.17: Briefings/Presentations).
